ASSEMBLING Internet service provides executive information to support European transport policy makers and experts. It serves to two paramount goals: -Monitoring the needs and impacts of current European transport policies across the European territory ("What's up?" questions). -Understanding the potential impacts of alternative future transport policies ("What if...?" questions). Once a policy-maker has convincing answers for both of these two questions, she is in the position to ask herself which policy is preferable (by evaluating the impacts of alternative policies in comparison with pre-fixed set of goals) and how the chosen policy has to be implemented (by analyzing the constituency). To monitor needs and impacts of policies (What's up?), ASSEMBLING has "assembled" information at European level and developed a pilot network of European Transport Regional Observatories covering divers European zones:
as well European Thematic Observatories specialized on the environmental impacts of transport infrastructure: ASSEMBLING know-how has been used in the spatial development (based on SPESP DG REGIO) to support the Internet and CDRom dissemination of the Study Programme on European Spatial Planning, a first step in relation to ESPON (European Spatial Planning Observatory Network). ASSEMBLING final goal is to demonstrate
the
need and feasibility of assembling information and knowledge coming from regional
monitoring observatories (as well as thematic observatories) within the overall structure
of an Executive Support System (ESS) for European experts
and policy-makers.
